I did press the 'menu self test' button on the board while powering up the machine, and that brought up the 'authentication menu' underneath which said, 'Local authentication' and 'external authentication', but I was not able to do anything at this menu (screen is touch, and I couldn't touch anything on the screen, and none of the buttons worked). I re-seated the bill collector again, made sure the door was closed, and I don't see any wires loose, taped, hanging, etc.
